Seeking HIPPA-Compliant No-Code Platform

I'm on the lookout for a no-code tool that allows me to build a mobile and web app that is fully HIPPA compliant.

I'm most familiar with Bubble.io so something similar would be ideal.

I also need the ability to have API integrations and payment portal.

Looking for recommendations. Any guidance is appreciated.
